- Preheat the oven to 350°F (175°C).
- Grease a baking dish with butter.
- Layer half of the sliced potatoes in the bottom of the dish.
- Add half of the sliced onions and minced garlic over the potatoes.
- Sprinkle with salt and pepper.
- Add another layer of potatoes, onions, and garlic.
- In a saucepan, melt butter over medium heat. Stir in flour and cook for 1 minute.
- Gradually whisk in the heavy cream and bring to a simmer until thickened.
- Pour the cream sauce over the layered potatoes and onions.
- Sprinkle cheddar and Parmesan cheese on top.
- Cover with aluminum foil and bake for 45 minutes.
- Remove foil and bake for another 15 minutes or until top is golden brown.
